Noise and House Rules

Noise and House Rules

A student house is not a library and it is not a club. It is a dwelling with neighbours, a lease, and a street that can phone the metro. ManjeProp will fix a broken closer that slams at 01:00. We will not mediate every playlist. House rules exist so five adults can share a kitchen without pretending they live alone.

This is how noise sits next to faults, and when a message should become a ticket.

What the lease and the rules are for

Read them once while you are sober. They usually cover guests, occupancy, smoking, refuse, quiet hours, and who pays which utility. They are not secret. If you did not get a copy, ask on the number you already use for the house, or send an enquiry if you are not yet in occupation.

Rules do not replace the Rental Housing Act. They also do not replace ordinary criminal law. A fight that is a crime is SAPS, not a maintenance category.

Noise that is a fault

Use Report a fault when the building is making the noise:

  • Gate motor grinding or slamming
  • Door closer missing, so the front door crashes
  • Loose palisade or a roof sheet lifting in the wind
  • Alarm that will not reset
  • Extractor or fridge with a new scream
  • Plumbing hammer that started after a plumber or a pressure change

Category is Access, Appliance, General maintenance or Other. Describe the sound, the time it happens, and which wall it lives in. A ten-second video can help if it does not show faces or a gate code.

A door that slams because someone chooses to slam it is a house-rules conversation. A door that cannot close softly because the closer is dead is a ticket.

Noise that is conduct

Music after the house quiet hours, a visitor who treats the yard like a tavern, a generator in a passage — those are occupancy issues. Speak to the people first if it is safe. If it is a pattern, write to the contact the lease gives you. Put times, dates and whether you asked them to stop. Do not invent a burst pipe on the fault form to skip a conversation.

If you feel unsafe, leave and phone SAPS (10111). Then tell us. Security on the form is for a lock, a breach, a stranger, a gate. Mark Emergency when there is danger now.

Neighbours and the street

Durban suburbs differ. A house near campus is still next to someone who works a 06:00 shift. Repeated complaints from the street land on the owner. They can land on the lease. They can land on a municipal noise process. None of that is fixed by a washer.

If a neighbour is threatening, that is security and possibly the police. If a neighbour is correctly angry about a gate that bangs, that is a closer we should have replaced last month. Send the ticket.

Staff side

Do not log a personality as a repair. Do log the closer, the motor and the alarm. Do not put identity numbers into a noise file. Times, unit, and a short note are enough.

Do not promise a tenant that another tenant will be evicted. Eviction is a legal process. Letters that threaten it need qualified review. The desk is not a court.

When a viewing happens, do not schedule it through a house that is mid-party and then advertise “quiet study environment” the next morning.

Practical manners that prevent tickets

Headphones after quiet hours. Guests who leave when they said they would. Furniture that does not drag at midnight. A pot on the stove that you are actually watching. The boring list is the list that keeps the house lettable.

If a rule is unclear — smoking area, guest nights, exam-time quiet — ask before the weekend, not after the complaint.

A door closer that you have already reported and that is still slamming is not “the house being a house.” Quote the old ticket. Hardware that fails twice is a repair-log problem. Music that fails twice is still conduct.

Broken hardware that makes noise: fault form. Danger: emergency services, then +27 60 313 6961. Rooms you have not rented yet: properties.

Exam weeks are when the same rules matter more, not less. If the house has an extra quiet period, it should be in writing. Do not invent one the night before a test and expect the street to comply.

House rules are how adults share walls. Faults are how we fix the walls. Use the right door.
